During the Three Kingdoms period, there was a minister in the state of Wei named Lu Yu.
He grew up in a poor family, and his parents passed away early.
Later, he relied on his elder brother for survival, but his brother also passed away.
Despite the hardships, Lu Yu studied diligently and eventually became a man of outstanding talent.
He was appreciated by Emperor Wen of Wei and gradually rose to become an important court official.
Lu Yu was upright and honest in his work, and soon he was appointed as the Minister of Personnel.
One day, Emperor Wen of Wei asked him to select a new Secretary for the Central Secretariat.
Emperor Wen said, "When selecting people, look at their abilities, not just their fame."
"Some people are very famous, but they are not competent, like a pie drawn on the ground."
"The pie may look good, but it cannot fill your stomach."
After hearing this, Lu Yu respectfully replied, "Your Majesty's words are very reasonable."
"But fame sometimes reflects a person's character and social evaluation."
"Only those with true virtue and talent can be competent for official positions."
"We should examine not only their reputation but also their actual abilities."
After hearing this, Emperor Wen felt that Lu Yu was right.
So, he asked Lu Yu to establish the criteria for selecting officials.
Lu Yu strictly selected and found many people with both virtue and talent.
These officials later made many contributions to the country.
Drawing a pie to satisfy hunger is not enough; relying solely on fame is not acceptable; true ability is the most important.
Only those with both virtue and talent can truly live up to the responsibilities of their positions.
